To help you prepare for Stage 1 of the DEX changes starting from 1 July, please follow the steps below. This guide is designed to support providers in navigating the updates and taking the necessary actions.
Getting the new organisation file
1.Update outlets with new program activities (if not done so yet)
This should have been done so at the first opportunity as the DEX Helpdesk will need to approve all updates. But if you haven’t already, make sure to update your outlets with the new program activities.
For detailed instructions, refer to:
- page 13 of DEX toolkit
- page 5 of the 1926-create-and-manage-outlets.pdf task card
You will have to repeat the process for every new program activity you have.
After saving your updates, they will appear as “Ready for Approval”. This means the Helpdesk has received them.
Once approved, you’ll receive a confirmation email.
Only after receiving this email should you redownload the organisation file — the new version will include the correct DEX IDs.
2. Send the organisation data to support team
Click HERE to see where you can download the correct data.
Send this file to support@turnpointcare.com.au
DEX configuration 1/2 by TurnPoint
Re-implementation of DEX file (by TurnPoint team)
After you send us the updated organisation file, our team will upload the new data to your system backend.
Once completed, you’ll see the newly added services appear under DEX Configuration.
Few things to note on Service name display:
- new data will have prefix JUL25 to help you identify
-
Program activity names are now displayed with acronyms
(e.g. Allied Health and Therapy Services > AHTS) -
As explained in DEX toolkit(image below), Service Group Names no longer apply

Some Context:
We have noticed that the Department has changed the way data is being captured.
Previously, the Outlet Activity ID was reported at a high level — often just at the program level. This made things easy, because multiple service groups and service types could all fall under a single Outlet Activity ID and be reported together.
From 1 July, that’s changed. After reviewing the latest data from the government, we can see that Outlet Activity IDs are now defined at a much more detailed level — specifically at the program activity level.
This means providers will now need to create separate package types for each program activity, not just for the broader program. (if you want to check out program activity and its service types, please see Appendix A on Toolkit)
For example, instead of grouping different services like Personal Care and Meal Delivery under one Outlet Activity ID, each must now be assigned to its own:
- Personal Care might go under programme activity PC
- Meal Delivery under MD
Each of these program activities has its own Outlet Activity ID, and only certain services can be used within each one.
As a result, clients who previously had one package schedule may now require multiple package schedules to receive the same mix of services.
Importantly, this isn't a change made by TurnPoint — it’s a requirement driven by updated government reporting rules.
What this means for providers:
You will need to review existing CHSP related data and make few changes where you think necessary. Please see below for detailed steps.
Review & remap in TurnPoint system (by provider)
1. Review & update Package Type
- Providers to create new package types aligning with program activity (click HERE to check how to add a package type).
Please note this needs to reflect program activity details (e.g. Personal Care) rather than program level (e.g. CHSP, CRCS)
2. Create new CASE ID for the above new package types
- To be done by TP team once the package type is added. Please contact us once step 1 is completed
3. Providers to add new package schedules for all CHSP clients
- You can click HERE to check how to assign package schedule, OR
- You can provide the bulk load template(HERE) and send to TurnPoint team for a bulk upload
Please note that bulk update will take longer than usual time due to high volume of queries
4. Providers to update DEX code of CHSP service types
- You can either update the DEX code of the existing CHSP service type, OR
- Add a new service type with new DEX code
Please note that if you add a new service type, you will need to update existing appointments' service type
5. Providers to update package (from old to new) of existing appointments and repeats appointments
- We can assist with bulk update but clear mapping of package - service type needs to be provided
6. Providers can update Package Restrictions to prevent services being added within certain packages
- Click HERE to see how to add package restrictions
